When adding content boxes, strips, and galleries there is an error "Could not read design file..."

Description
When clicking either "Pre-built Panels, Grids, & Row Designs" or the blue add content button and selecting a design the error "Could not read design file..." is displayed and the content is not added adding content boxes, strips, and galleries there is an error "Could not read design file..."
